TITLE The Impact of Intellectual Capital on Institutional Excellence: The Mediating Role of Information Technology – A Field Study at the Office of the Governor of North Al Batinah, Oman
ABSTRACT Institutional performance excellence is defined as a comprehensive managerial approach through which organizations seek to continuously improve their performance by developing processes, human resources, and the technologies used, in a way that achieves distinguished and sustainable results across various fields of institutional work. Motivated by the scarcity of empirical research in the Omani context, this study investigates the relationship between intellectual capital (comprising human, structural, and relational capital) and institutional excellence, with particular attention to the mediating function of information technology. The research was conducted at the Office of the Governor of North Al Batinah, aligning with the national priorities of digital transformation and the strategic goals of Oman Vision 2040. A descriptive-analytical design was adopted, utilizing a questionnaire to collect data from 310 employees within the organization. Statistical analysis was performed using SPSS for descriptive and inferential statistics, while AMOS was applied to conduct path analysis examining the proposed mediation. The results indicated high perceptions among respondents regarding intellectual capital, institutional excellence, and information technology usage. Moreover, the analysis confirmed that intellectual capital significantly predicts both institutional excellence and the utilization of information technology. Importantly, the findings revealed that information technology partially mediates the intellectual capital–institutional excellence relationship, as evidenced by the presence of both direct and indirect effects.The study recommends the need to enhance investment in the development of intellectual capital, develop digital infrastructure, and integrate information technology systems with policies and organizational structures in a way that contributes to enhancing institutional excellence and improving the quality of performance and services in government institutions.
